Add the garlic and shallots and cook for 2-3 minutes until starting to crisp. Add the rice and cook for 2 minutes, until it starts to turn clear. Add the salt, lemon zest and coconut milk, bring to the boil and stir once. Reduce the heat to low, cover and simmer without lifting the lid for 20 minutes.
